In many EU countries such as Germany, Belgium, Finland, Italy, Croatia, Norway, Austria, Portugal, Romania, Slovakia, Spain, Hungary and the Czech Republic are legally required to carry the safety waistcoats in vehicles and/or to carry a safety vest in case of a breakdown or accident partly for all passengers. For motorcyclists, they are partly recommended only and are not mandatory.
